Canepa's Car Wash Page 2 <br /> 6230 Pacific Avenue October 10, 2012 <br /> Stockton , California 95204 <br /> In response to the two emails sent by the AGE, the EHD presents the following to clarify why a <br /> meeting would be beneficial : <br /> 1 . The meeting has been scheduled because EHD directives and deadlines are not being <br /> met. (The feasibility study that the EHD directed to be submitted as early as December <br /> 2008, still has not been submitted to this agency.) A reasonable work schedule needs to <br /> be established . <br /> 2 . The four boring locations proposed in the work plan by AGE are outside the suspected <br /> secondary source area which should be the target of the feasibility study; therefore, it is <br /> unclear how the information collected from advancing the proposed borings will affect <br /> the feasibility study for addressing the secondary source area. <br /> 3. By letter dated 23 March 2012 , the EHD approved a reduction in sampling and directed <br /> that groundwater be collected semi-annually only from soil vapor extraction well SV-4 <br /> a and monitoring wells MWA through MW4. The EHD has a record that these wells were <br /> last sampled in March 2012 but no record that the wells were sampled during the third <br /> quarter 2012. <br /> 4. AGE has claimed that a second release has occurred at this site; however, AGE has not <br /> proposed additional boreholes to identify and characterize the source(s) of the second <br /> release. This is data that could affect the feasibility study. To this end, the EHD <br /> believes an updated conceptual site model is needed to identify soil data gaps and <br /> would like to discuss this further at the meeting. <br /> 5. The work plan, as submitted , does not address total depth proposed for each boring or <br /> the chemical analyses proposed for the soil and groundwater samples collected from the <br />{ four boreholes. <br /> The EHD is hopeful that the issues presented above will be resolved at the meeting scheduled <br /> for 23 October 2012.
