Site History
Canepa's Car Wash(Pacific Avenue)
• Condor conducted second quarter 2004 groundwater monitoring activities at the site on May 7, 2004
Monitoring wells MW-1 - MW-7, and MW-9 - MW-12D were measured for water level Monitoring
wells MW-1, MW-2, MW-3, MW4, MW-9, MW-11, and MW-12D and SVE well SV-4 were sampled
during the event, consistent with the quarterly schedule Groundwater elevation data and laboratory
analytical results were generally consistent with historic groundwater monitoring data The concentrations
of MTBE and other gasoline oxygenates in MW-3 decreased relative to historic data Through the first
quarter of 2004, the trend has been one of increasing MTBE concentrations in that well Condor
continued to conduct remediation system planning and permitting activities during the second quarter of
2004
Condor conducted annual groundwater monitoring activities during the third quarter 2004 at the site on
July 22 and 23, 2004 Depth to water measurements and groundwater samples were collected from
monitoring wells MW-1 through MW-7, MW-9 through MW-12D and SVE well SV4 Laboratory
analytical results of the groundwater samples indicated that concentrations of petroleum hydrocarbon
constituents were generally consistent with historical data Contaminant concentrations in the sample
collected from MW-3 increased relative to the previous monitoring event and consistent with an
increasing trend for MTBE in that well Groundwater elevation data indicated a northeast groundwater
gradient generally consistent with historic groundwater gradients The SVE system continued to be out of
service to allow for modifications to the system and property development, and has not been sampled
since December 19, 2002 In a letter dated October 17, 2003, SJCE14D approved the RAP submitted by
Condor dated March 3, 2003
Installation of the pump and treat system and upgraded SVE system was completed in September 2004
• Initial inspection of the SVE system was conducted on September 30, 2004, and a follow-up inspection was
conducted on October 7, 2004 In a letter report, Soil Vapor Extraction System, submitted to Karen DeGroot
of the San Joaquin Valley Air Pollution Control District (APCD), dated November 30, 2004, Condor
' provided data required in the SJVAPCD Authority to Construct document to obtain a APCD Permit to
Operate The City of Stockton Municipal Utilities District(MUD) authorized the initiation of discharge of
treated groundwater to the sanitary sewer on October 28, 2004 Groundwater extraction and treatment,
with subsequent discharge to the sanitary sewer, began November 1, 2004
Condor conducted groundwater monitoring activities during the fourth quarter 2004 at the site on October
14, 2004 Depth to water measurements were collected from monitoring wells MW-2 through MW-7,
' MW-8 through MW-10, MW-12D, and SVE well SV-4 Groundwater samples were collected from
monitoring wells MW-2 through MW4, MW-9, MW-12D, and SVE well SV-4 Laboratory analytical
results of the groundwater samples indicated that concentrations of petroleum hydrocarbon constituents
' were generally consistent with historical data Contaminant concentrations in the sample collected from
MW-3 increased relative to the previous monitoring event and are consistent with an increasing trend for
MTBE in that well Groundwater elevation data indicated a northeast groundwater gradient generally
consistent with historic groundwater gradients Monthly sampling and reporting of the final discharge of
treated groundwater is required in the MUD groundwater discharge permit Those reports document the
analytical results of the treated groundwater being discharged into the City of Stockton sanitary sewer
system The laboratory analytical data for final discharge samples collected during October indicated that
none of the contaminants of concern were detected at or above the laboratory reported detection limits
Condor conducted groundwater monitoring activities during the first quarter 2005 at the site on January
21, 2005 Depth to water measurements were collected fiom monitoring wells MW-1 through MW-7,
MW-9 through MW-12D, and SVE well SV-4 Groundwater samples were collected from monitoring
wells MW-1 through MW4, MW-9, MW-11, MW-12D, and SVE well SV-4 Laboratory analytical
