March 2005 Monthly Treated Water Self Monttonng Report—1707C <br /> Canepa's Car Wash,Stockton,CA <br /> Pagc 3 <br /> . SUMMARY <br /> On February 14, 2005, Calgon Carbon Corporation(Calgon)removed spent carbon in the primary carbon <br /> treatment vessel for the groundwater treatment system and re-bedded it with activated carbon Condor <br /> their re-plumbed the system to switch the vessels so that the re-bedded vessel would become the <br /> secondary (final) unit Following that work, Condor re-started the system and collected the final discharge <br /> sample on February 16, 2005, as described in a letter dated March 8, 2005 Once the laboratory results of <br /> the sampling were received on February 28, 2005, Condor re-sampled the final discharge on March 1, <br /> 2005 (sample specified as Final Discharge) from the system and also collected a sample from between the <br /> two carbon vessels (specified as Mid-Tank) collected after the primary vessel and before the secondary <br /> vessel) and submitted both samples to Argon for rush analyses Immediately after the sample collection <br /> activities, Condor shut-down the system (at approximately 16 00 on March 1, 2005) <br /> The rush laboratory analytical results of the Mid-Tank sample collected on March 1, 2005 indicated that <br /> tertiary-Butanol (TBA) was present at 120 µg/L but all other constituents, including MTBE, were not <br /> detected at or above the laboratory reporting limits (0 5 pg/L for MTBE) The rush analytical results of <br /> the Final Discharge sample collected on March 1, 2005, however, indicated that MTBE and benzene were <br /> detected at 93 and 0 6 µg/L, respectively No other constituents, including TBA, were detected in the <br /> Final Discharge sample at or above the laboratory reported detection limits (5 0 gg/L for TBA) <br /> The results of the re-sampling, as described, seemed to indicate that MTBE was being introduced into the <br /> system effluent by the newly recharged final carbon vessel Condor described the above described <br /> activities and results in a letter dated March 8, 2005, submitted within five working days from the date <br /> that the problem was discovered (as required by the discharge permit) As also described in the March 8, <br /> 2005 letter, our plan of action was to have Calgon recharge both carbon vessels as soon as possible <br /> Following that, Condor would temporarily restart the system (without any discharge to the sanitary <br /> sewer), collect the appropriate samples from the system and then turn off the system pending the results <br /> of the laboratory analyses The carbon vessels were recharged by Calgon on March 30, 2005 The system <br /> was turned on and charged with groundwater until a final discharge sample could be collected on April 4, <br /> 2005 The laboratory analytical results of that sampling event were faxed to the Municipal Utilities <br /> Department on April 3, 2005 The results of those analyses detected no constituents of concern, were <br /> sufficient to resume discharge and will be included in the April report <br /> FUTURE WORK <br /> As required by the discharge permit, Condor will submit an additional letter providing a detailed <br /> explanation and description of the discharge incident and the plan to correct the problem within 30 days <br /> of the Notice of Violation Condor will continue monthly self-monitoring of the system through cessation <br /> of the groundwater treatment project or as deemed necessary by the Client or MUD <br /> LIMITATIONS AND SIGNATURE <br /> This report was prepared under the direct supervision of a Professional Engineer in the State of <br /> California The standard of care for all services performed or furnished by Condor is consistent with <br /> standard practices by a member of the environmental profession practicing under similar conditions at the <br /> same time and locality when and where the work is performed Condor is not responsible for the accuracy <br /> and completeness of information collected and developed by others <br /> This report was prepared for the sole use of Mr Remo Canepa, and may not be used or relied upon by any <br /> other persons) without the_express_wmtt_en consent and authorization-of Mr_Canepa and-Condor If_any__ <br /> changes are made or errors found in the information used for this report, the interpretations and <br /> . conclusions contained herein shall not be considered valid unless the changes or errors are reviewed by <br /> Condor and either appropriately modified or re-approved in writing Any questions regarding the content <br /> of this document should be addressed to Jeff Willett at(204)234-0518 <br />
