Carlton
DCWP, SWRCB Execun Officer
gDATE; 16 April 1999 SIGNATURE-
SUBJECT: REGIONAL BOARD STAFF COMMEN'T'S ON STATE BOARD STAFF
RESPONSE TO REGIONAL BOARD CONCERNS WITH UNOCAL PETITION
FOR CLOSURE AT 1665 PACIFIC AVENUE,STOCKTON
I asked my staff to review your response to our initial comments on this petition. Our staff comments are
attached.
You asked me to answer three questions, which you believe, bear upon the"central issues"which you attempt to
address in the order. My responses are:
Are conditions at the sitz a threat to human health and safety? Probably not an immediate threat, but
much depends on what future water needs are for Stockton. Water pumped from existing Cal Water
Well 26-0I (800 feet downgmdient)probably could be mixed with other supplies to dilute any impacts of
MTBE and benzene in the water. MTBE is found in MW-7 at 8.5 µg/1,290 feet downgradient(February
1999 Unocal data).
Do those conditions represent an unreasonable threat to current or anticipated beneficial uses (of
water)? Probably not unreasonable to current uses, but a definition of"unreasonable"would be
appropriate.
!f further corrective action(reasonable) and necessary? Reasonable,yes. Necessary at this time,I don't
know. County staff and the District Attorney are very concerned about this site and may require more
work by Unocal irrespective of the direction the State Hoard provides.
In light of current concerns over impacts of MTBE on groundwater, it seems prudent to us to continue
monitoring at this site for one year to determine irthe perceived"trends"noted by your staff are borne out by
future data.
Attachment
cc: Sill Marshall.
