Our staff comments are <br /> attached. <br /> You asked me to answer three questions, which you believe,bear upon the"central issues"which you attempt to <br /> address in the order. My responses are: <br /> Are conditions at the sitz a threat to human health and safety? Probably not an immediate threat, but <br /> much depends on what future water needs are for Stockton. Water pumped from existing Cal Water <br /> Well 26-0I (800 feet downgmdient)probably could be mixed with other supplies to dilute any impacts of <br /> MTBE and benzene in the water. MTBE is found in MW-7 at 8.5 µg/1,290 feet downgradient(February <br /> 1999 Unocal data). <br /> Do those conditions represent an unreasonable threat to current or anticipated beneficial uses (of <br /> water)? Probably not unreasonable to current uses,but a definition of"unreasonable"would be <br /> appropriate. <br /> !f further corrective action(reasonable) and necessary? Reasonable,yes. Necessary at this time,I don't <br /> know. County staff and the District Attorney are very concerned about this site and may require more <br /> work by Unocal irrespective of the direction the State Hoard provides. <br /> In light of current concerns over impacts of MTBE on groundwater, it seems prudent to us to continue <br /> monitoring at this site for one year to determine irthe perceived"trends"noted by your staff are borne out by <br /> future data. <br /> Attachment <br /> cc: Sill Marshall.
