VICE' <br /> United Air Pollution Cofitro ' Brisv*ct <br /> November 21, 1995 <br /> TO: ALL INTERESTED PARTIES <br /> SUBJECT: SOIL REMEDIATION PROJECT <br /> The Air Pollution Control Officer of the San Joaquin Valley_.Unified Air Pollution Control <br /> District (SJVUAPCD)•intends'to"issue an Authority To Construct to the Unocal Corporation for <br /> soil remediation equipment to be located at 1665 Pacific Avenue in Stockton. <br /> Section 42301.6 of the California Health and Safety Code requires the District to prepare and <br /> distribute a public notice for any new or modified source which emits hazardous air emissions <br /> and is located within 1,000 feet of the outer boundary of any K-12 schoolsite. The District must <br /> distribute or mail the public notice to the parents or guardians of the children enrolled in any K- <br /> 12 school that is located within one-quarter mile of the source, and to each address within a <br /> 1,000 feet radius of the proposed new or modified source at least 30 days prior to the date the <br /> Authority to Construct is to be issued. <br /> The equipment to be operated at this location consists of a VR Systems, Inc. Model V3 internal <br /> combustion engine. The District has determined that this project meets the Best Available - <br /> Control Technology (BACT) requirement to limit the emission of volatile organic compounds <br /> (VOC), and oxides of nitrogen (NOx) from a soil remediation project served by an internal <br /> combustion engine. <br /> A copy of the application review for this project is available for public inspection at the Northern <br /> Regional Office of the SJVUAPCD. Any person(s) wishing to comment on this project must do <br /> -- - �so,-in writing, withi:3.30 days of the date.of.this notice.
