t
PUBLIC HEALTH SEkVICES
SAN JOAQUIN COUNTY
JOGI KHANNA M.D.,M.P.H. "
Health Officer
P.O. Box 2009 (1601 East Hazelton Avenue) • Stockton,California 95201
(209) 468-3400 s
August 2, 1989 C(OPY Union Oil Company
2175 N. California Blvd. , Suite 680
Walnut Creek, CA 94596
RE: PROPOSED WORK PLAN FOR PROBLEM ASSESSMENT REPORT FOR UNICAL STATION
NO. 2859, 1665 PACIFIC AVENUE; STOCKTON, SAN JOAQUIN COUNTY.
Please be advised that this office has reviewed the above referenced work
plan. We have found the plan to be adequate provided the following
considerations of both the San Joaquin County Public Health Services,
Environmental Health Division and Regional Water Quality Control Board staff
are addressed.
1. We recommend the additional monitoring well construction plan be amended
to include continuous core drilling on at least one monitoring well. A
detailed description of the sampling procedure to be used during
continuous core logging should be included in the amendment.
2. Off-site well construction in public easements will require a copy of
encroachment permits be submitted prior to issuance of monitoring well
permits.
3. Include a site specific Health & Safety Plan that follows the guidelines
of 29 CFR 1910. 120.
This protection should include the use of personal protective equipment
such as coveralls, gloves, steel toe and shank shoes or boots (leather
or chemical resistant material), safety glasses, and hard hats.
Precautions should be taken to prevent excessive inhalation of/or
exposure to contaminated soils.
We have the following comments regarding the scope of the additional work
necessary to define the problem at this site.
1. An additional monitoring well installed south of MW-2 is needed to
define the southern extent of the groundwater contamination. The
results from the two proposed monitoring wells, MW-4 and MW-59 should be
useful in selecting the appropriate distance from MW-2 to install this
new well.
A Division of San Joaquin County Health Care Services
