There are several risks to proceeding with remediation <br /> prior to a complete site characterization and feasibility study. for <br /> example, remedial objectives should be agreed in advance with regulatory <br /> personnel. Should Unocal wish to proceed for business reasons, we <br /> recommend that safety issues be addressed for a major excavation. A <br /> geotechnical investigation may be necessary to evaluate slope stability or <br /> for a shoring design. Shoring, if needed, should be designed by a <br /> structural engineer. The contractor should be in compliance with 29 CFA, <br /> Part 1910 and other safely regulations. Contingency plans should allow <br /> for the possibility that hazardous levels of hydrocarbon contamination <br /> could be encountered. <br /> Kleinfelder recommends a copy of this report be submitted to the San <br /> Joaquin County Environmental Health Department for their review and <br /> consideration. <br /> $5 f?�3-219 10 s <br />
