Additionally, EHD has
reviewed Quarterly Report — First Quarter 2007 (QR) dated July 20, 2007 prepared by
AGE, EHD has the following comments concerning the meeting and the QR:
SVE/lAS operation. As discussed during the meeting, EHD approves the suspension
of the SVE/IAS operation that was terminated in November 2006. Chemicals of
concern (COC) were not detected above the laboratory reporting limits in the
November 2006 soil-vapor samples. Five months after the shutdown of the SVE/IAS
system, the analytical results from the March 2007 monitoring event showed a
rebound of dissolved COC concentrations. The COC concentrations in the AW-2A
sample rose to 1,200 micrograms per liter (µg/1) total petroleum hydrocarbons
quantified as gasoline (TPH-g) and 3.9 µg/l benzene, 3.4 µg/1 toluene, 2.5 µg/1
ethlybenzene, 50.9 µg11 xylene (BTEX). In the QR, AGE recommended that IAS and
SVE activities be resumed at AW-2A due to this rebound. EHD does not concur with
this recommendation; however, the EHD will approve rebound testing and directs that
a work plan for a rebound test of the SVE system be submitted to the EHD for review
by November 16, 2007. This test should include testing of each individual SVE well
for extracted vapor concentrations.
+ Site closure request. As discussed at the meeting, the EHD does not believe there has
been an adequate demonstration that your site is ready for a low-risk closure. The
vertical and lateral extent of the impacted ground water and impacted soil has not yet
been satisfactorily defined and appear to require further investigation.
As for vertical and lateral extent of impacted groundwater, multi-level wells MW-13
with separated completions in zone A (95 to 100 feet ), zone B (120 to 125 feet), and
zone C (145 to 150 feet) are the only wells with screen intervals in the deeper zone.
The EHD believes these wells' integrity appears to be in question and suspects there
may be communication between the different depth intervals through the three wells.
