Atwater
Van De Pol Enterprises, Inc.
Post Office Box 1107
Stockton, California 95201
Subject: Former California Fuels Cardlock Station
2402 Pacific Avenue
Stockton, California 95204
Dear Mr. Atwater:
The San Joaquin County Environmental Health Department (EHD) has received and reviewed
Well Destruction Work Plan (work plan), dated 02 August 2012, prepared by your consulting
firm, Advanced GeoEnviron mental, Inc. (AGE), on your behalf for the above-referenced site.
The work plan was submitted in response to the EHD letter dated 20 July 2012 directing the
submittal of a scope of work proposal that details the conditions and construction of the wells
and the methods and materials to be used to destroy them.
In the work plan, AGE proposed to pressure grout MW-4, MW-5, MW-7, MW-8, MW-9,
MW-10, MW-11, MW-12, VW-3, VW-4, VW-5, VW-6, VW-7, AW-3, W 4, AW-S) AW-6 and
AW-7; and drill out MW-1, MW-2, MW-3, MW-6, MW-13A/B/C, VW-1, VW-2, AW-IAIB,
AW-2A/B and EW-1.
Upon review of historical soil and groundwater analytical data and well construction logs, the
EHD directs the following revisions to the work plan:
• Over-drill AW-4 to total depth of 44 feet below surface grade (bsg) and AW-5 to total
depth of 41 feet bsg, instead of destroying these two wells by pressure grouting since
these wells are located in an area of known or suspected contamination and there is
no pre-remediation or post-remediation soil and groundwater data available from their
locations;
• First pressure grout multi-level chamber well MW-13A/B/C using a thin-grout mixture,
then over-drill this well using ten-inch or larger diameter augers to total depth of 150
feet below surface grade (bsg); (Note that MW-13 was initially installed using ten-inch
augers but was over-drilled using eight-inch augers to install multi-level chamber well
MW-13A/B/C.) and
• Over-drill EW-1 to total depth of 65 feet bsg using fifteen-inch or larger diameter
augers.
