SECTION 1 <br /> INTRODUCTION <br /> This Remedial Design and Implementation Plan (RDIP) was prepared by <br /> ERM-West, Inc., (ERM-West) on behalf of the Union Pacific Railroad <br /> Company (UP) regarding the Union Pacific Tracy Yard (site). The RDIP is <br /> being submitted to the California Regional Water Quality Control Board, <br /> Central Valley Region (RWQCB) in general compliance with Cleanup and <br /> Abatement Order (CAO) No. 92-707, dated September 8, 1992. In <br /> fulfillment of the CAO, this RDIP presents the remedial action design and <br /> the construction implementation plan for installation of a remediation <br /> treatment system for soil and ground water at the site. <br /> Remedial Action Objectives <br /> The objectives of this remedial action are: <br /> • To remove chemical constituents in vadose zone soil which represent a <br /> source of impacts to A-zone ground water at the site; <br /> • To remove floating product at the site which represents a source of <br /> petroleum hydrocarbon impacts to A-zone ground water; and <br /> • To control the migration of the VOC plume in A-zone ground water by <br /> ground water extraction and treatment. <br /> A detailed discussion of these objectives is provided in Section 4 of this <br /> RDIP. <br /> Description of Remedial Action <br /> The remedial action which will be implemented at the site includes three <br /> basic components: <br /> • Dual Phase Extraction: Eight dual phase extraction wells will be <br /> installed at the site. Each dual phase extraction well is capable of <br /> the simultaneous extraction of soil vapor, ground water and <br /> 1-1 <br />
