Liquid in secondary containment has not been removed, analyzed and properly disposed of. <br /> A significant amount of liquid was found in the 89 product STP sump, lots of liquid was found in the 87 <br /> product fill sump and some amounts of liquid was found in the 89 fill sump. Yesterday was a rainy <br /> afternoon weather. If water could enter into secondary containment by precipitation or infiltration, the <br /> facility shall contain a means of monitoring for water intrusion and for removing the liquid by owner or <br /> operator. This removal system shall also prevent uncontrolled removal of this liquid and provide a <br /> means of analyzing the removed liquid for hazardous substance contamination and means of disposing <br /> the liquid. Correct by immediately removing this liquid from the sumps and analyze the liquid in <br /> accordance to CCR, Title 22, Hazardous Waste Regulations and properly dispose the liquid accordingly <br /> OR immediately dispose the liquid into a properly labeled hazardous waste drum. <br /> • Corrected on-site: Technicians removed the liquid from all the sumps, including the liquid from <br /> the vapor and fills of the spill containments on all tanks and placed into the facility's hazardous <br /> waste drum. <br /> #23(c)(5). Designated operator written incorrect required test dates. <br /> • Designated operator monthly visual inspection reports from October 2009 to April 2010 had the <br /> secondary containment test date as 08-06-2008. The 08-06-08 date is the date for the re-testing <br /> of some failed components in secondary containment system. The initial date of secondary <br /> containment testing for entire the UST system occurred on 03-21-2008. <br /> • Designated operator monthly visual inspection reports from February 2009 to September 2009 <br /> had the monitoring system certification and spill component test dates as 09-12-08. The <br /> monitoring system certification and spill component test dates should be 02-20-2009. In the <br /> Designated operator monthly visual inspection report for February 2009, on page 2, under the <br /> Comments section: "All alarms on 02/18/09 — 02/20/09 due to EVR upgrade and monitoring <br /> certification (see attached email confirmation)". Ken Burton from B&T Service Station Contractors <br /> sent Designated operator Brian Hernandez and email on 02/24/09 that on 02/20/09 a monitor <br /> certification was done by B&T Service Station Contractors..." <br /> Correct by reviewing all documented test dates are correctly written into the Designated Operator's <br /> monthly visual inspection reports. Submit a corrective action statement how to ensure future dates are <br /> corrected written. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($115). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br /> �- M R <br />
