Subject: Unocal Service Station No. 5421
7303 Pacific Avenue at Willora Road
Stockton, California
The site is located at the northwest corner of Pacific Avenue and Willora Road in Stockton,
California. To meet 1998 UST standards, the USTs and product lines are being removed.
In accordance with the Contingency Pian of file with San Joaquin County Environmental Health
Division (SJCEHD) dated December 12, 1997, the following will be performed:
1) The removal of two gasoline and one waste oil underground storage tanks (USTs), related
product lines, two hydraulic lifts, and one sand/water separator, 2) sampling of the soil beneath
this equipment to evaluate the presence of petroleum hydrocarbons in soil at the site, and 3)
overexcavation of petroleum hydrocarbon-impacted soil to a maximum depth of 25 feet below
ground surface. Applicable permits for the removal of USTs and product lines will be obtained by
Tosco's construction contractor prior to the start of any work.
Work will be performed during weekday daylight hours. Earth moving equipment may include a
backhoe, excavator, loader, and other equipment as appropriate. Excavated soils and debris that
contains petroleum hydrocarbons will be temporarily stockpiled on-site for a maximum of 30 days
and covered with plastic sheeting, or with approval from SJCEHD, hauled to Forward Landfill's
holding cell for characterization prior to disposal at Forward Landfill. Excavation activities will
be observed by SJCEHD and GSI representatives. Soil samples will be collected and analyzed per
SJCEHD requirements. Upon receipt of sample results, GSI will prepare and submit to SJCEHD
a letter report summarizing removal activities and sampling results. Work is anticipated to
commence in January 1998.
