The SSO and FSSO will report to the project manager. Each incident <br /> will be investigated and a written report should be received by the project manager and the <br /> regional safety supervisor within five days of the incident. <br /> If work zones are established, the Exclusion Zone will have several emergency exits which <br /> will allow safe egress in multiple directions from any point onsite. The exit selection will be <br /> based on the emergency location, type of emergency, and wind direction. Upon hearing <br /> the evacuation signal or otherwise being notified of an evacuation, employees will <br /> immediately travel to the assembly area located at the decontamination station. <br /> Employees will follow a route that avoids locations downwind from the emergency. If <br /> emergency exits are used, employees will proceed to the assembly area by the quickest <br /> route possible, staying close to the perimeter of the Exclusion Zone. When the assembly <br /> area is reached, employees will immediately check in with the SSO or FSSO. The site will <br /> remain evacuated until the all clear signal has been given. <br /> Onsite emergency equipment will include equipment used during operations (heavy equip- <br /> ment) and reserved items stored at the decontamination/ assembly area and at strategic <br /> areas onsite. The following is a list of emergency equipment available: <br /> • Portable emergency eye wash <br /> • First-aid supplies <br /> • Absorbent-spill control <br /> • Extra batteries for radios, monitoring equipment, etc. <br /> All personnel will have a thorough understanding of the Emergency Response Plan before <br /> starting work. It will be rehearsed regularly and reviewed periodically to keep it current <br /> with new or changing site conditions or information. <br /> In the event of personal injury, first-aid personnel must decide if the victim's injuries are <br /> potentially the type that would be aggravated by movement. If there is any doubt, or the <br /> victim is unconscious and cannot respond, no attempt should be made to move the victim <br /> to the decontamination area. Only offsite paramedics may move such victims. If the <br /> paramedics approve, the victim's protective equipment will be cut off in the decontamina- <br /> tion Reduction Zone. If the decision is made not to remove the victim's protective clothing, <br /> he or she will be wrapped in a tarp or similar object to protect the ambulance and crew <br /> during transportation. If the victim is contaminated with materials that threaten to cause <br /> additional injury or immediate health hazards, the personal protective equipment shall be <br /> carefully removed and the victim washed appropriately. Routine and emergency communi- <br /> cation will be provided by the site telephone. The nearest hospital is St. Joseph's Medical <br /> Center at 1800 N. California Street in Stockton.
