Pershing, Stockton CA <br /> Dear Mr. Collins : <br /> This letter memorializes and follows up on our <br /> conversation several weeks prior to May 2, 1994 . <br /> I mentioned to you, Boettcher Western Properties III <br /> Ltd. (Boettcher) has dramatically pulled back to regroup <br /> on this project . Boettcher had obtained three bids to <br /> address soil remediation in order to meet the May 2 , 1994 <br /> deadline . However, the bids were sufficiently different <br /> to constitute an apples and oranges comparison. Upon <br /> review of the bids, Boettcher had several questions as to <br /> the proper technical approach to the contamination problem <br /> at hand. Among other things, one consultant advised a <br /> joint soil and groundwater plan, while another inferred <br /> such an approach and the other strictly addressed soil . <br /> These different approaches require technical oversight as <br /> to which would be the most cost effective in addressing <br /> the problem. <br /> After discussions with the client, Boettcher has <br /> selected and retained an expert to provide its opinion as <br /> to how the remediation should be handled. Initial <br /> discussions indicate that it may be more efficient to <br /> address soil and groundwater together as opposed to <br /> separately. <br /> Our time frame is as follows : <br /> 1 . The expert has been retained; <br /> 2 . The expert has received copies of all reports <br /> prepared to date for this property as well as <br /> copies of all bids; <br /> 3 . The expert is waiting to review the files of the <br /> three nearby sites : Exxon, Shell and 7-11, all at <br /> F=\TRN\18498\C\BOETTCII.BKB <br /> 10096-18498/cjm/05/11./94/3 <br />
