This letter follows <br /> up our telephone conversation of August 17 , 1993, during which I <br /> responded to your letter of August 12, 1993, As I mentioned, <br /> your letter appears to be a significant departure from your <br /> previous posture regarding this site. <br /> As you will recall, on February 5, 1993, we submitted to <br /> your office a preliminary site assessment prepared by <br /> McLaren/Hart dated February 3, 1993 . That report recommended <br /> that three rounds of quarterly water quality data be collected in <br /> order to determine: 1) an accurate groundwater flow direction, <br /> 2 ) whether groundwater elevation fluctuations would affect <br /> groundwater contaminant concentrations, and 3) what remedial <br /> alternatives may be appropriate, if necessary. At that time, you <br /> agreed that the analysis of three additional quarters of data <br /> would be prudent prior to determining whether any additional <br /> activity was required at the site. <br /> Because the tank pit was open and the property fenced, we <br /> also agreed that excavation of the soil, backfilling, and closure <br /> of the tank pit would be conducted. Under supervision of your <br /> office, that work was completed in June 1993. <br /> We recognize that the second round of quarterly groundwater <br /> sampling indicated a significant rise in petroleum hydrocarbons <br /> and benzene concentrations, ( from 18 micrograms per liter in MW-4 <br /> Fa\TRN\18498\C\B0ETiCB2.BKB <br /> 10096-18498/cm/08/23/93/4 <br />
