Cotulla
San Joanquin County Public Healthy Services
Environmental Health
1601 East Hazelton Avenue
Stockton, California 45201
Dear Ms. Cotulla:
Attached for your review is a combined work plan to remediate soil and
groundwater at the above referenced site. Details for the pump and treat
system and for the soil vapor extraction system are included in this report.
In the interest of restoring environmental quality in an expedient manner, we
would like to proceed with implementation as quickly as possible.
There is another pertinent Item that needs to be addressed. It is that data
from wells installed to monitor this site strongly suggest that an upgradient
source may be contributing hydrocarbons to the Exxon site. On page two of
Table one the data confirming this is very clearly presented. Monitor wells
1-7 are all ,.on-detect for the presence of hydrocarbons in soil . MW-1 , MW-7,
and MW-4 also lie along the border of Exxon's site as can be seen in Figure
3. However, quite conspicuously, soil analyses for MW-8, which lies
upgradient of the Exxon site, reveal concentration levels of 12 ppm benzene,
150 ppm toluene, 260 ppm xylenes, and 3200 ppm TPN (near saturation level).
Would you please respond to me as to how you plan to address the problem of an
offsite contribution to this site? While our work plan is designed to try to
deal with this problem, I also feel that the problem nees to be addressed at
agency level .
If you have questions, you may contact me at (713) 656-7755.
Sincerely,
DAH:t l g .L` L
3215D/l
Attachment
c - w/attachment:
Mr. T.
