10/04/88 15:32 %220941;51 11004
Page 3
September 21 , 1988 Chevron U. S . A.
sand would be placed in the annulus of each well point. . The
wells will extend to an equivalent depth of about 17 feet
below the existing excavation bottom. Final design plans
would be submitted to Your Office cfor approval prior to s hee
commencement of Phase II conzt, ruction. A
collection system will be collected in line with the system
to accomodate vapor-to-liquid condensation.
P t ASE ill
A third phase Q MiDat ion redygtimn—amlag would be
developed for ground water conditions , once those condition
have been more adequately defined. Current data does not
provide sufficient, information to develop a preliminary
design. However , the Phase I and Phase II systems would be
compatible with virtually any ground water contamination
reduction system, including volatile hydrocarbons vapor a
omissions treatment methodologies .
MONITORING
A moniCoring plan for the contiguous vapor- removal
system would Consist of exhaust emissons monitoring , as well
as periodic subsurface performance evaluations . The exhaust
monitoring program would begin with the Phase I start-up and
would i.naLude air stream sampling of exhaust with a portable
gas chromatograph, such as the PhotoVac unit , The frequency
of sampling would most likely include hourly Sampling for the
first day of operation during the adjustments period ; once-
daily sampling for the first week; then weekly sampling for
the next month; monthly sampling for the first quarter , then
quarterly sampling thereafter , AL the begining of the phase
IT start-up , the hourly sampling for the first day and daily
,ampling for the first we=ek would be reheated. Provisions for
cone onsate visual- monitoring will also be made on a periodic
basis .
Well points would be constructed with an accesR port to
allow for monitoring of system effectiveness . A vapor probe
with a. perfoated tip would be periodically advanced to the
bottom of: the bat,Lered wells to allow resident background
vapor sampling . The performance sampling would only be
conducted after fhe system had been shut dawn , and allowed to
reach a ropresentati-ve equilibrium.
ATR QUALITY &NND PERMIT ING
The Sa.n. Joaquin County- Air Pollutant Control District
(SJCAPCD ) was contacted Or their requirements for
discharging gasoline volatiles to the atmosphere . It; was
understood from our conversations with SJCAPCD that they
will allow up to 5 l.bs . per day of total petroleum
