The continuous monitoring system shall be maintained to <br /> detect the entry of the liquid or vapor phase of the hazardous substance stored in the primary containment into the <br /> secondary containment and to detect water intrusion into the secondary containment. The service technician replaced <br /> the 208 sensor, like for like. <br /> This was corrected on site. <br /> This is a minor violation. <br /> 316 HSC 25290.1(c)(1) Primary containment not tight(after Jun 2004). <br /> Liquid was detected at the 87 product union/sheer valve and the 87 product union of the under dispenser containment <br /> for dispensers 1/2 and 5/6. The service technicians removed the liquid and tightened the piping, indicating a leak in <br /> the primary piping. All primary containment for the UST system must be tight. During the inspection, the technician <br /> tightened the piping unions and cleaned out the released fuel. <br /> This is a minor violation. <br /> 320 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion. <br /> Water was found in the 91 product fill sump, vapor sump, 91 product STP sump, and diesel STP sump. Secondary <br /> containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface <br /> runoff. The service technician removed approximately one gallon of liquid from the 91 product fill sump, approximately <br /> one cup of liquid from the vent sump, approximately two tablespoons of liquid from the 91 product STP sump and <br /> approximately one teaspoon of liquid from the diesel STP sump and returned the sensors to their proper location. <br /> Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into the vent, <br /> 91 product fill sump, 91 product STP sump and diesel STP sump under permit and inspection of the EHD. <br /> This was corrected on site. <br /> The diesel secondary containment fill sump is not liquid and vapor tight. The gasket for the inner sump opening is <br /> missing. Secondary containment shall be impervious to the liquid and vapor of the substance contained and <br /> constructed to prevent structural weakening as a result of contact with any hazardous substances released from the <br /> primary containment. Immediately contact a properly licensed, trained, and certified contractor to make repairs to the <br /> UST system under permit and inspection of the EHD. <br /> This is a repeat violation, Class ll. <br /> Overall Inspection Comments: <br /> On site on February 2, 2016 to conduct a routine monitoring system certification, spill container, and line leak <br /> detection. <br /> Terri Malay, manager, gave permission to perform the inspection, take photos and collect samples, if necessary. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> Page 4 of 5 <br />
