Wright maintains <br /> all the required licenses and insurance to perform the work as presented. <br /> This groundwater monitoring well and collection of soil and groundwater data at the <br /> site is in response to a corrective action directive issued to Linden School District <br /> (district) by San Joaquin County Public Health Service-Environmental Health <br /> Division (PHS-EHD). <br /> PERMITS, <br /> PHS-EHD has informed me that permit and oversight fees will be calculated using <br /> their fee schedule for well installation. Under this schedule of fees the minimum <br /> charge is $89.00 (for one well) with each additional hour that may be required for <br /> regulatory oversight being billed directly to the school district at $78.00 per hour. <br /> The costs for the above described permit with the bid for the well construction are on <br /> Attachment A. <br /> SITE HISTORY <br /> The Waterloo School site had one underground storage tank located on the North side <br /> of a maintenance building. The site is currently used by the district as an <br /> elementary-school—The site.had a 5 50_gallon,.underground.storage.tank.that.---,_. <br /> contained <br /> hat:- --,. .contained gasoline. The tank was removed on November 21, 1989. One soil sample <br /> was collected beneath the tank. Chemical analytical data indicate that contamination <br /> exists in the soil below the former gasoline tank, showing concentrations of 3025.5 <br /> parts per million (ppm) Total Petroleum Hydrocarbons as Gasoline (TPHG). Benzene, <br /> Toluene, Ethylbenzene and Xylenes (BTEX) concentrations were 59.03, 322.64, 100.42, <br /> and 520.54 ppm respectively. Total lead found beneath the tank was 17.5 ppm. <br /> Ethylenedibromide was not detected. Since contamination was observed to exceed 100 <br /> ppm, a groundwater monitoring well is required by State guidance documents. In <br /> order to achieve closure of the site the extent of contamination in soil and <br /> groundwater will need to be defined. In an effort to define the lateral and vertical <br /> extent of contamination at the site, a subsurface investigation was performed on <br /> September 13, 1990. There were 4 soil borings installed at this time. One boring was <br /> advanced to 82.5 feet the other 3 borings were terminated at 30.S feet. Analytical data <br /> from this investigation reveals low levels of gasoline constituents.
