This resolution directs all contaminated underground storage
tank sites currently under regulatory oversight by either the Regional Water Quality Control
Board (RWQCB) or a Local Oversight Program (LOP) to reduce routine quarterly groundwater
sampling of their monitoring wells to a semi-annual schedule unless site-specific needs
warrant otherwise.
The above subject site is currently listed with the San Joaquin County Environmental Health
Department (EHD) LOP. This letter is to inform you that in accordance with CSWRCB
resolution No. 2009-0042, and based on current and historical analytical data, the following
groundwater sampling schedule should be followed:
• Semi-annually sample groundwater from monitoring well MW-1 and analyze the
samples for total petroleum hydrocarbons quantified as gasoline (TPH-g), benzene,
toluene, ethyl benzene, and total xylenes (BTEX), 1,2-dichloroethane (1,2-DCA),
tertiary-amyl methyl ether (TAME), and methyl tertiary-butyl ether (MTBE).
• Annually sample groundwater from MW-5, MW-6, MW-7, MW-8 and domestic well
DW-1 and analyze the samples for TPH-g, only.
• Suspend collecting groundwater samples from MW-2, MW-3, and MW-4.
For site closure consideration, the Central Valley Regional Water Quality Control Board is
requiring a soil vapor evaluation. Submit an evaluation of the potential for vapor intrusion into
structures at this site. Residual contaminant concentrations should be compared to
Environmental Screening Levels (ESLs) established by the San Francisco Bay Regional
Water Quality Control Board, for gross contamination and direct exposure, and California
Human Health Screening Levels (CHHSLs) established by the California Environmental
Protection Agency and an evaluation of the need to collect soil gas samples should be
included.
