BROWN JR.
i GOVERNOR
C w L 1 f O R N I MArrHEw
ETARY FORDRIOUE2
C
WaterBoards ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
TO: File: Moore Truck Lines
3400 Newton Road
Stockton, San Joaquin County
FROM: Jim Barton=
Engineering Geologist
UST Unit 2
UST Cleanup Section
DATE: 25 May2012
SUBJECT: UST CASE CLOSURE, MOORE TRUCK LINES, 3400 NEWTON ROAD,
STOCKTON, SAN JOAQUIN COUNTY(CASE#391047).
Site Background
The former Moore Truck Lines site (Site) was a short haul trucking company and repair
facility with an office, loading dock, and distribution center located at 3400 Newton Road
in Stockton, San Joaquin County (Figure 1). Another truck company was leasing the
property during public participation in October 2011. On 13 January 1999, one
12,000-gallon gasoline, two 5,000-gallon gasoline, and one 500-gallon waste oil
underground storage tanks (USTs) and associated piping and dispensers were
removed (Figure 2). Approximately 100 tons of over-excavated soil was transported to
Forward Landfill in Manteca. Confirmation soil sample results taken from 8' below
ground surface (bgs) to 14' bgs confirmed that an unauthorized release of petroleum
hydrocarbons had occurred.
In June 1999, five soil borings (131 through B5) were advanced to 64' bgs and one
monitoring well (B1/MW-1) was installed in the fuel USTs pit. Three additional
monitoring wells (MW-2 through MW-4) were installed in September 2001. One cone
penetrometer testing boring (CPT-1) was advanced to 103' bgs in April 2004. CPT-1
soil samples were collected at 63' bgs and 95' bgs; grab groundwater samples were
taken at 67' bgs, 85' bgs, and 103' bgs. All CPT soil and groundwater results were
non-detect for petroleum hydrocarbons. Four additional monitoring wells (MW-5
through MW-8) were installed in June 2008. Maximum results of soil investigations,
reported in milligrams per kilogram (mg/kg), are summarized in the table below.
KARL E. LONGLEV ScD, P.E., CHAIR PAMELA C.
