iG4. 02 Clarification of Contract Documents. Should it appear that the work to be done, or any of the matters relative thereto , are not sufficiently detailed or explained on the contract drawings or in the specifications, or in the event of any doubt or question arising respecting the true meaning of the specifications, the Contractor shall apply to the Engineer for such further explanations as may be necessary and the Engineer ' s decision shall be final and binding . G4. 03 Changes . The Agency reserves the right to make such —mod-i-Jications or alterations, reductions or omissions, extra or additional work to the specifications and contract drawings , including the right to increase or decrease the quantity of any item or portion of the work or to omit any item or portion of the work , as may be deemed by the Engineer as necessary or advisable , and to require such extra work as may be determined by the Engineer to be required for the proper completion or construction of the whole work contemplated. All changes shall be considered a part hereof and subject to each and all of its terms and requirements. No change or deviation from the contract drawings or 1 specifications shall be made by the Contractor without written authorization from the Engineer setting forth a complete description of the change. G4 . 0 Use of Completed Portions The Agency shall have the right at any time during the progress of the work to take over and place in service any completed or partially completed portion of the work , notwithstanding the fact that time for completion of the entire work or such portions may not have expired; but such taking possessions thereof shall not be deemed an acceptance of any other portions of the work, nor work on those portions not completed in accordance with the contract documents. G4 .05 Effect of Inspection or Use . Neither the inspection by an inspector or by the Engineer , nor any measurement, approved modification, order , or certificate, nor acceptance of any part or whole of the work or payment of money, nor any possession or use by the Agency or its agents, shall operate as a waiver of any provisions of the contract or of any power or authority reserved therein, or to any right to damages thereunder ; nor shall the waiver of any breach of this contract be held to be a ' waiver of any subsequent or other breach. G4. 06 Effect of Extension of Time The granting of an extension of time for the completion of the work on account of delays , avoidable or unavoidable, or for the execution of extra or additional work , shall in no way operate as a waiver on the ' part of the Agency of any of its rights under this contract.
