REVISED CONDITIONS OF APPROVAL PA-0400250 ( QX , RAA ) REED LEADING GROUP , LLC/GEORGE REED , INC . Revisions of Approved Actions application for previously approved Quarry Excavation application No . PA-0400250 was approved by the Planning Commission on June 15 , 2017 . The effective date of approval is June 26 , 2017 . This approval will expire on December 31 , 2031 , unless ( 1 ) all Conditions of Approval have been complied with , ( 2 ) all necessary building permits have been issued and remain in force , and ( 3 ) all necessary permits from other agencies have been issued and remain in force . Unless otherwise specified , all Conditions of Approval and ordinance requirements shall be fulfilled prior to the establishment of the use and the issuance of any building permits . Those Conditions followed by a Section Number have been identified as ordinance requirements pertinent to this application . Ordinance requirements cannot be modified , and other ordinance requirements may apply . I . COMMUNITY DEVELOPMENT DEPARTMENT ( Staff Contact : Giuseppe Sanfilippo , [ 209 ] 468 -0227 ) a . APPROVED USE : This approval is for a Quarry Excavation to remove approximately one million cubic yards of rock , sand , and gravel from approximately 56 acres in three phases over a period of 26 1-2 years as shown on the site plan dated June 10 , 2005 and the amended reclamation plan dated September 1T—, , 2010 March 16 , 2017 . All materials shall be processed at an existing facility ( QX- 89 - 0002 ) . The excavation process shall be completed by DeGe ber 31 , 2015- December 31 , 2029 . The site shall be fully reclaimed by Decem-ber 31, 1,2017 December 31 , 2031 b . STOCKPILING : No stockpiled soil or material shall be placed closer than twenty-five ( 25 ) feet to a property boundary . ( Development Title Section 9 - 1415 . 3 [ b] ) c . EROSION CONTROL : Protective vegetative planting , silt screen dams , or other approved methods shall be required where necessary for the control of erosion . An erosion and sediment control plan approved by Development Services Division shall be part of the reclamation plan . ( Development Title Section 9 . 1415 . 3 [d ] ) d . PERFORMANCE STANDARDS : Standards contained in Chapter 9 - 1025 shall be met unless otherwise modified by conditions of the Quarry Excavation Permit . ( Development Title Section 9 . 1415 . 3 [e] ) e . HOURS OF OPERATION : Plant operations shall normally be carried on during the hours from 5 : 00 a . m . to 9 : 00 p . m . ( Development Title Section 9 . 1415 . 3 [f] ) f . REPLACEMENT OF TOPSOIL : The topsoil shall be set aside , and upon completion of an excavation , the topsoil shall be replaced and the site leveled in conformance with the excavation permit . WEED CONTROL : If noxious weeds are on the site , operations shall be in accordance with instructions from the Agricultural Commissioner of San Joaquin County . HEALTH CONSIDERATIONS : This quarry excavation shall : ( 1 ) Not cause health or sanitary hazards and shall not crate conditions which will cause the breeding or increase of mosquitoes , rodents , or other pests .
