Project r l <br /> 1 . The project site is located within unincorporated San Joaquin County , within the City of <br /> Tracy ' s Sphere of Influence ( SOI ) , and adjacent to the current City of Tracy limits boundary . <br /> 2 . The physical project is anticipated to include placing asphalt on the driveway , placing <br /> approximately 271 , 200 sf of gravel road surface for parking and circulation drives . <br /> 3 . Temporary security parking lot lighting will be installed and will be powered by either solar or <br /> a generator power source . <br /> 4 . Entitlements for the project will include : <br /> a . Improvement Plan application with San Joaquin County <br /> It is anticipated that no environmental review will be required under the California <br /> Environmental Quality Act ( " CEQA" ) . This project constitutes a " [ m ] inor temporary use of land <br /> having negligible or no permanent effects on the environment , under the Minor Alterations to <br /> Land categorical exemption of CEQA Guidelines section 15304 . In addition , this project is <br /> statutorily exempt from CEQA as an Emergency Proejct per CEQA Gudielines section 15269 ( c) <br /> because it qualifies as " [s ] pecific actions necessary to . . . mitigate an emergency . " <br /> 4 . The project will be developed in one phase . <br /> COSTCO PROJECT DESCRIPTION : <br /> Costco Temporary Truck and Trailer Parking Site Plan <br /> The project is in response to the increasing need for additional trailer parking to meet Costco ' s <br /> current distribution demand caused by the current Covid Virus pandemic . The Costco Tracy Depot <br /> distribution center is located at the corner of International Parkway and Schulte Road approximately <br /> 1 mile to the west of the subject vacant parcel on Schulte Road . Currently the Costco Tracy Depot <br /> Distribution facility is being expanded and portions of that project where trucks and trailers are to be <br /> parked are either under construction or have yet to be constructed . This project would help to <br /> alleviate the current parking shortage in this high - demand time by providing parking for up to <br /> approximately 200 Costco trailers . A new entry and driveway apron will be constructed to the <br /> temporary parking lot . The new parking lot entry will be approximately 450 ' west of the existing <br /> signalized intersection at Bud Lyons Road and Schulte Road . A 1904eet asphalt entry apron off of <br /> Schulte Road will allow for dirt to track off the truck tires prior to leaving the parking lot . Trailer <br /> parking will be located along the perimeter of the lot , with a double row of trailer parking down the <br /> middle of the lot . Trailer parking stalls will not be stripped due to the gravel surfacing . The parking <br /> lot has been designed to allow for a 72 ' truck and trailer combination to circulate the site . <br /> Security will be provided by Costco personnel or a security firm 24/7 while the site is being utilized . <br /> Temporary security lighting will be used on site and will consist of trailer mounted lights similar to <br /> freeway construction fixtures and will either be solar or generator powered . The temporary truck and <br /> trailer parking is expected to be used for up to 6 months . <br /> Page 2 of 2 <br />
