The District offers <br /> the following comments : <br /> 1 . District Rule 9510 , Indirect Source Review <br /> District Rule 9510 ( Indirect Source Review) is intended to mitigate a project ' s impact <br /> on air quality through project design elements or by payment of applicable off - site <br /> fees . The proposed Project is subject to District Rule 9510 ( Indirect Source Review ) <br /> since it will receive a project - level approval from a public agency and will equal or <br /> exceed 45 , 000 square feet of space . Pursuant to District Rule 9510 , an Air Impact <br /> Assessment (AIA ) application is required prior to applying for project - level approval <br /> from a public agency . Therefore , please inform the project proponent to submit an <br /> AIA application to the District to comply with District Rule 9510 requirement . <br /> Furthermore , the District recommends that demonstration of compliance with District <br /> Rule 9510 , before issuance of the first building permit , be made a condition of Project <br /> approval .
