Cummings and Associates (JPCA) is pleased to present the <br /> following proposal which is based on the requirement for further <br /> characterization of the site based on directives of the San Joaquin <br /> County Environmental Health Division (SJCEHD) and the State Water <br /> Resources Board. <br /> The site is a rectangular shaped parcel located at 18775 Tom Paine <br /> Road, Tracy CA. The most recent use of the parcel is for farming. <br /> The parcel is basically flat with an irrigation ditch running east <br /> and west on the northern side of the lot. There is one residence, <br /> a barn and outbuildings on the parcel. Figure 1 is a location map <br /> of the parcel. <br /> BACKGROUND <br /> It is reported that a farm-use 350 gallon gasoline Underground <br /> Storage Tank (UST) , in very poor condition, was removed from the <br /> parcel on August 7 , 1991 by JIM THORPE OIL INC. , at the request of <br /> the then owner, SIERRA BAY FARM CREDIT SERVICE. It was reported <br /> that the UST did not require a permit (farm fuel tank) , however an <br /> UST Closure Permit was requested and approval received from the San <br /> Joaquin County Environmental Health Division (SJCEHD) . Soil <br /> samples collected in the excavation at the time of tank removal <br /> indicated hydrocail? on contamination. No ground water was reported <br /> in the excavation. <br /> The analysis of the soil samples collected on November 6 and 21, <br /> 1991 from approximately 7 to 14 feet below grade in the area around <br /> the former UST excavation indicated hydrocarbon contamination. <br /> Groundwater samples collected on November 6 and 21, 1991 and <br /> 1 / / <br /> Cl <br />
