Any method of disposal is to be approved by PHS-EHD also prior to removal or
treatment.
,
The State of California identifies gasoline that has been released from a leaking underground tank as a hazardous
substance. Under Cal-Ostia requirements, employees working around and with hazardous substances are required
to be trained in the awareness and risks of exposure to chemicals known to be harmful to workers. As the owner
of the property with intentions to do your own excavating, PHS-EHD cautions you that you may be
unnecessarily exposing yourself to harmful chemicals known to be in the soil and groundwater at your property.
Although the final decision is yours, PHS-EHD recommends that you contract out the work that would expose
you to the harmful chemicals that trained personnel are prepared to be in contact with.
Tri Regional Board Staff Recommendations for Initial Evaluation and Investigation of Underground Tanks,
10 August 1990, states:
"All work and reports which require geologic or engineering evaluations and/or judgements must be
performed under the direction of an appropriately registered or certified professional." (Business and
Professions Code 6735, 7835 and 7835.1).
Also Rule 415 of the Professional and Vocational Regulations is to be followed which states:
"A professional engineer...registered or licensed under this Code shall practice and perform
engineering...work only in the field or fields in which he is by education and/or experience fully
competent and proficient."
PHS-EHD will require a Statement of Qualifications for your geologist, John N. Alt, to be on file and approved
prior to any field work being performed.
Please direct your questions and submittals to Michael Infurna at (209) 465-3454.
Donna Heran, RENS, Director
Environmental Health Division
Michael Infurna, Senior S Diane M. ion, HS
Site Mitigation Unit Supervisor
MI
enclosures
c: John Cummings - Consultant
r:
i
