The workplan was originally requested by Mr. Michael Higgins of <br /> -the Central Valley Regional Water Quality Control Board (RWQCB) during a telephone <br /> conversation with Ms. Susan Gahry of Law Environmental on November 11, 1991. The <br /> workplan was submitted to the RWQCB on December 3, 1991 for review and comment. <br /> The RWQCB provided written comments regarding the December 3, 1991 Workplan in Mr. <br /> Philip S. Isorena's letter dated July 20, 1992. Law Environmental's revised Workplan dated <br /> August 7, 1992 was submitted to the RWQCB; Mr. Isorena approved the revised Workplan <br /> `” in his letter dated August 18, 1992. A copy of the approval letter is provided at the end of <br /> the Workplan.
