Gasoline has <br /> spilled or leaked from one or more of the tanks and contaminated soil and ground <br /> water which occurs at 8-10 feet below ground surface. Your consultant, Law <br /> Environmental , submitted a work plan to the County in December 1991. <br /> The Aboveground Petroleum Storage Act (APSA) requires owners and operators of <br /> APSTs to file a storage statement and filing fee on or before 1 July 1990 and <br /> every two years thereafter with the State Water Resources Control Board (SWRCB) . <br /> Information about the APSA is enclosed. We have no storage statement on file for <br /> the APSTs at Tower Park Marina. Therefore, by 22 May 1992, you are required to <br /> file a complete storage statement with filing fee to the SWRCB at the address <br /> shown on page 2 of the enclosed information. Another fee will be due on 1 July <br /> 1992. Please review the enclosed information carefully and call the phone number <br /> listed for more details. <br /> The APSA also requires tank facilities to reimburse the Board for reasonable <br /> expenses incurred in overseeing cleanup or abatement of leaks or spills at the <br /> facility. Reimbursed moneys for oversight will be deposited in the Environmental <br /> Protection Trust Fund (EPTF) , created by the APSA.
