We are providing this document to the <br /> ' California Regional Water Quality Control Board, Central Valley Region (RWQCB), in accordance with <br /> the RWQCB's Monitoring and Reporting Program(MRP)No. R5-2002-0824 dated July 18, 2002. <br /> BACKGROUND AND PREVIOUS WORK <br /> The Site is an operating marina located on a levee along Potato Slough and operates aboveground storage <br /> tanks (ASTs), a roadside fuel dispenser for fueling automobiles/trailered boats, and dockside fuel <br /> ' dispensing facilities for fueling boats (Figure 2). <br /> Initial Investigation <br /> Petroleum hydrocarbon-impacted soil was observed during AST and underground conveyance line <br /> replacement activities on the levee in September 1991. Pressure testing prior to line replacement <br /> t activities indicated the potential presence of leaks from the roadside gasoline dispenser, unleaded and <br /> regular gasoline pipes leading from the roadside dispenser to the manifold near the shop office, the <br /> premix line from the AST area to the manifold, and the diesel piping leading from the manifold to the <br /> ' docks. The diesel pipe leading from the manifold to the dock area was excavated and a damaged <br /> coupling was found just outside of the shop office; the coupling was replaced. No visible signs of leaks, <br /> surface stains, or sheen on the water in the slough were found. <br /> ' Subsurface investigative activities were first conducted at the Site in November 1991; soil samples <br /> submitted for laboratory analysis confirmed the presence of petroleum hydrocarbon-impacted soil beneath <br /> the conveyance lines.
