SECOR
• October 31, 2002 !n . national
TRIMCITIL
' NOV 9 4 2002
' Mr.James Barton
California Regional Water Quality Control Board BY' J1
Central Valley Region
3443 Routier Road,Suite A
Sacramento, California 95827-3098
' Re: THIRD QUARTER 2002 GROUNDWATER MONITORING REPORT
TOWER PARK MARINA, 14900 WEST HIGHWAY 12,LODI,CALIFORNIA
Dear Mr. Barton:
On behalf of Tower Park Marina Investors LP and Westrec Marinas Management, Inc., SECOR
' Intemational Incorporated (SECOR) is submitting this Third Quarter 2002 Groundwater Monitoring
Report for Tower Park Marina (the Marina), located at 14900 West Highway 12 in Terminous (near
Lodi), California (the Site, see Figure 1, Site Location Map). We are providing this document to the
' California Regional Water Quality Control Board, Central Valley Region (RWQCB), in accordance with
the RWQCB's Monitoring and Reporting Program(MRP)No. R5-2002-0824 dated July 18, 2002.
BACKGROUND AND PREVIOUS WORK
The Site is an operating marina located on a levee along Potato Slough and operates aboveground storage
tanks (ASTs), a roadside fuel dispenser for fueling automobiles/trailered boats, and dockside fuel
' dispensing facilities for fueling boats (Figure 2).
Initial Investigation
Petroleum hydrocarbon-impacted soil was observed during AST and underground conveyance line
replacement activities on the levee in September 1991. Pressure testing prior to line replacement
t activities indicated the potential presence of leaks from the roadside gasoline dispenser, unleaded and
regular gasoline pipes leading from the roadside dispenser to the manifold near the shop office, the
premix line from the AST area to the manifold, and the diesel piping leading from the manifold to the
' docks. The diesel pipe leading from the manifold to the dock area was excavated and a damaged
coupling was found just outside of the shop office; the coupling was replaced. No visible signs of leaks,
surface stains, or sheen on the water in the slough were found.
' Subsurface investigative activities were first conducted at the Site in November 1991; soil samples
submitted for laboratory analysis confirmed the presence of petroleum hydrocarbon-impacted soil beneath
the conveyance lines. The highest levels of petroleum hydrocarbons were found in the soil sample
' collected near the roadside dispenser; this sample contained 150 milligrams per kilogram(mg/kg) of total
petroleum hydrocarbons as gasoline (TPHg), 30 mg/kg of total petroleum hydrocarbons as diesel (TPHd),
and 25.67 mg/kg of benzene, toluene, ethyl benzene, and xylenes (BTEX).
' Additional Subsurface Investigation
In January 1992, a geophysical survey was conducted to assess the presence and extent of underground
piping systems, and a soil vapor survey was conducted to evaluate the presence of petroleum
IATower Park\QMR@002 QMMQ3_2002\3rd QTR 2002.doc SECOR Intemational Inc.
SECOR
a fORtte Cir
2021:56 PM
Floor, Lafayette, CA 94549-4321 925 299-9300 925 299-9302 Fax www.secor.cotm
57
