Highway 12 <br /> Lodi, CA 95240 <br /> NOTICE OF VIOLATION, INCOMPLETE SELF MONITORING REPORTS, TOWER PARK <br /> MARINA AND TOWER PARK VILLAGE, SAN JOA QUIN COUNTY <br /> The wastewater discharge at Tower Park Manna is regulated by Waste Discharge Requirements (WI)Rs) <br /> Order No. 94-078. The WDR's Monitoring and Reporting Program (MRP) require self-monitoring <br /> reports. Staff has recently reviewed the self-monitoring reports for the period from July 2002 through <br /> June 2003 and found several violations, as follows: <br /> • Daily monitoring of freeboard in wastewater ponds is required by the MRP; however, freeboard <br /> was measured on a monthly basis instead of daily for the period of July 2002 through May 2003. <br /> • Discharge Specification B.3 of the WDRs requires that ponds maintain a minimum of 1.0 mg/L <br /> of dissolved oxygen. In June 2002, the dissolved oxygen concentration in the wastewater pond <br /> was 0.87 mg/L. <br /> By 22 August 2003, Tower Park Marina shall submit a report describing how it shall comply with the <br /> dissolved oxygen requirement of its WDRs and how is shall collect all data required by its MRP.
