R5-2002- <br /> FOR <br /> TOWER PARK MARINA <br /> SAN JOAQUIN COUNTY <br /> The Tower Park Marina (Site) is at 14900 West Highway 12 in Terminous (near Lodi), San <br /> Joaquin County(Figure 1). The Site, owned by Westrec Properties (Discharger), is an operating <br /> marina situated on a levee along Potato Slough and operates aboveground tanks (AGTs), a <br /> roadside fuel dispenser, and a dockside fuel dispenser. Groundwater is contaminated with total <br /> petroleum hydrocarbons as diesel (TPHd), total petroleum hydrocarbons as gasoline (TPHg), <br /> methyl tert-butyl ether (MtBE), and benzene, toluene, ethylbenzene, and xylenes (BTEX) due to <br /> leaks in the underground conveyance lines found in 1991. Subsequently, double-contained <br /> underground conveyance lines and related appurtenances were installed to replace leaking lines <br /> and couplings. Of five monitoring wells (Figure 2) on the property, one well (MW-3) contained <br /> free product at historic thicknesses up to 0.4 feet. Marina personnel measured free product <br /> thickness and remove free product in wells containing free product, using absorbent socks. Free <br /> product is no longer present in MW-3. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to delineate groundwater contaminant plumes and <br /> determine whether remediation efforts are effective. Existing data and information about the Site <br /> shows the presence of various chemicals, including petroleum hydrocarbons TPH-d and TPH-g, <br /> BTEX, and fuel oxygenates emanating from the property resulting from the Discharger's <br /> operation. The Discharger shall not implement any changes to this MRP unless and until a <br /> revised MRP is issued by the Executive Officer. This MRP replaces the requirements listed in <br /> MRP No. 5-00-824, which was issued on 19 June 2000. <br /> Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall <br /> submit plans and specifications to the Board for review and approval. Once installed, all new <br /> wells shall be added to the monitoring program and shall be sampled and analyzed according to <br /> the schedule below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 2, there are currently five monitoring wells at the Tower Park Marina. MW- <br /> 1, MW-2, MW-3, MW-4, and MW-5, and any wells installed subsequent to issuance of this MRP <br /> shall be monitored for depth to groundwater on a quarterly basis. Monitoring wells with free <br /> phase petroleum product or visible sheen shall be monitored for product thickness and depth to <br /> water only. If free product is observed in any Site wells, free product thickness measurements <br /> and removal in those wells shall occur as needed. "As needed" means there is a sheen or <br /> measurable volume of free product present in the well. Sample collection and analysis shall <br /> follow standard EPA protocol. <br />
