Mr. James Mills = .2 - 25 July 2000
which SECOR has stated as infeasible to obtain permits for such intrusive activities. SECOR
recommends that this method is not a feasible remedial option, due to extenuating site conditions.
hi-situ bioremediation involves injection of air and nutrients into the subsurface to stimulate
biodegradation of the contaminants. A vapor-recovery system would be used in conjunction with the air
sparging to remove resultant vapors. SECOR states that additional wells for the vapor recovery system
and the air/nutrient injections would need to be installed, so this option also is not recommended due to
the infeasibility of obtaining permits.
Free product removal involves passive and/or active removal of free product from wells b several
p p p Y
methods including bailing, operating a skimmer, or adding an absorbent, hydrophobic-material into the
welt. Currently, marina personnel bail, product from the well on a regular basis. SECOR recommends
installing a hydrophobic hydrocarbon absorbent "sock" into well MW-3 to allow continuous adsorption
and remove of the free°product. -The "sock" would be,periodically checke&and-replaced-as needed:--- --
SECOR states that historical data indicate free product removal, microbial degradation, and natural
attenuation have been effective in reducing the free phase product and dissolved phase contamination at
the site. Therefore, SECOR recommends=installation of.an adsorbent material°in MW-3 to address the
free phase c6ntaminants, while natural attenuation addresses the dissolved phase contaminants from .
groundwater. Site conditions will continue to be monitored under Monitoring and Reporting Program
No. 5-00-824.
Based on the information provided, historic data, and:infeasibility of obtaining permits for intrusive
activities, staff concurs with SECOR's recommendation to install hydrophobic hydrocarbon adsorbent
material (socks) in MW-3, including regular inspection and replacement (as needed) of the socks to
maximize their effectiveness. The inspection results and any sock replacement should be noted in the
following quarterly monitoring report.
If you have any questions, please contact meiat.(916) 255-3119 or,email at.hardyj@rb5s.swrcb.ca.gov.
SSTC —
ngineering Geologist
cc: Mr. Mike Infiu-na, San Joaquin County Public Health Services, Stockton
Ms. Susan Gahry, SECOR International Inc., Oakland ,
f
i
