r..r S.,/ <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> REVISED MONITORING AND REPORTING PROGRAM NO. 95-802 <br /> FOR <br /> TOWER PARK MARINA <br /> SAN JOAQUIN COUNTY <br /> The Tower Park Marina (Site) is at 14900 West Highway 12, in Terminous (near Lodi), San Joaquin <br /> County. The Site is an operating marina situated on a levee along Potato Slough and operates <br /> aboveground tanks (AGTs), a roadside fuel dispenser, and a dockside fuel dispenser. Groundwater is <br /> contaminated with total petroleum hydrocarbons as diesel (TPHd) and benzene, toluene, ethylbenzene, <br /> and xylenes (BTEX) due to leaks in several areas of the facility. Of five monitoring wells on the property, <br /> one well(MW-3) contains free-phase product at historic thicknesses up to 0.40 ft. Product thickness <br /> measurement and removal occur on a weekly basis by Marina personnel. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the California <br /> Water Code and is designed to delineate groundwater contaminant plumes and determine whether <br /> remediation efforts are effective. The Discharger shall not implement any changes to this MRP unless <br /> and until a revised MRP is issued by the Executive Officer. This MRP replaces the groundwater <br /> monitoring requirements listed in the MRP No. 95-802 dated 17 January 1995. <br /> Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall submit <br /> plans and specifications to the Board for review and approval. Once installed, all new wells shall be <br /> added to the monitoring program and shall be sampled and analyzed according to Table 1. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are currently five monitoring wells at the Tower Park Marina. MW-1, MW- <br /> 2,MW-3, MW-4, & MW-5 shall be monitored for depth to groundwater on a quarterly basis. Product <br /> thickness measurements and product removal shall continue on a weekly basis, as consistent with current <br /> activities. Currently, MW-3 is the only well with free-phase product present. However, if free-phase <br /> product is observed in additional Site wells, product thickness measurements and removal in those wells <br /> shall occur on a weekly basis. <br /> The groundwater monitoring program for wells MW-1, MW-2, MW-3, and MW-4 and any wells installed <br /> subsequent to issuance of this MRP, shall include the list below. Monitoring wells with free-phase <br /> petroleum product or visible sheen shall be monitored for product thickness and depth to groundwater <br /> only. Sample collection and analysis shall follow standard EPA protocol. <br />
