Islas.
Regarding our telephone conversation on 6/30/89, we are agreeable to modify our previous
comments based on further discussion on this project. This includes:
1. Project condition to pay fair share funding for Route 99/Eight Mile Road Interchange
improvements to mitigate cumulative impacts.
2. San Joaquin County instituting studies for regional level development fees including this
project for highway facilities.
3. Upcoming State Route 99 freeway segment study.
Also, we have conducted additional research regarding the right of way issue. The District has
both reviewed the second report for the Eight Mile Road Specific Plan and conducted our own
analysis of an appropriate future alignment for the road. The Specific Plan report identifies an
alignment jogging north of the existing road with a right of way take fully on the north as the
road traverses this parcel as one option. Our own analysis indicates that this is the most
appropriate alignment on this stretch of road. It is recognized that the Specific Plan is still in
draft and that any optional alignment selected would not be put into force until adopted by the
County. Under these circumstances, at a minimum 166' of right of way would be needed on Eight
Mile Road for a future State Expressway facility. Based on this need an additional 43'would
need to be provided from centerline to allow for this type of facility on this segment of the road.
We appreciate the opportunity to comment on this project. Any questions regarding these
comments may be directed to Ken Baxter at 948-7936 or myself at the above noted number.
Sincerely,
Q`
DANA COWELL
Chief, ATSD Branch
cc: P Verdoorn/SJCCOG
M Lopez/SJ Co Pub Wks
G Meissner/Stockton Pub Wks
KWB/dh
