This issue was <br /> not covered in the EIR. Any increase in sedimentation, change in 2 <br /> river flows, or percolation of surface waters to ground water <br /> aquifers are subject to regulation by the Central Valley Regional <br /> Water Quality Control Board (CVRWQCB) under a Waste Discharge <br /> Permit. <br /> Reclamation (Page 16) : Any drainage plan providing for drainage <br /> from the town cf Clements would be subject to approval by San 3 <br /> Joaquin County Public Works Department. <br /> Noise (Page 83) : An application has been made to build 27 homes on <br /> the property zoned residential that would occupy the bluff area. <br /> Noise mitigation measures proposed should be expanded to include 4 <br /> these impacts. (See also Proposed Quarry Site, page 95) . <br /> Reduced Depth of Excavation (Page 105) : The EIR needs to further <br /> explore this alternative, particularly which impact is more <br /> important; the potential adverse impact to ground water quality 5 <br /> compared to the negative impact on available aggregate resource <br /> supply. <br /> A Division of San Joaquin County Health Care Services <br />
