_ <br /> ^OO� <br /> - - ^ .~` ° <br /> July 5, 1990 ` <br /> TO: The San Joaquin Coiunty Planninq Commission <br /> ` <br /> ^ FROM: Lester L Raines, property owner and resident of Clements, Ca. <br /> Gentlemen: <br /> After having read parts of the EIR regarding the rock and gravel <br /> quarry as proposed by Claude C Wood and to be located at Clements, I <br /> find this report to be misleading and ambigous in my opinion. <br /> \ Please turn to page S-6 under LAND USE. it states "use of the proposed <br /> site for resource extraction would be a long-term use that would be <br /> incompatible with the existing residential and commercial uses, and � <br /> residentially zoned areas within the town of Clements. This impact <br /> would be considered to be significant and unmitigatable. <br /> Now turn to the last of the blue color pages and it states, "Use of <br /> the proposed site for resource extraction would be incompatible with <br /> the existing residential and commercial uses due to noise and visual <br /> impacts. " Under the Mitigation Measures section it states "See <br /> mitigation for "noise" and "Visual resources. " It seems to me that in <br /> one area of the report it says Unmitioatible and then in another it <br /> says there are Mitiqatible Measures. This would appear to me to be <br /> inconsistant. <br /> Now please turn to the section listed as appendix A. About half way <br /> through this section is a letter from the Dept of Fish and Game dated <br /> March 13, 1990. The letter seems to end at the bottom of the paqe, <br /> however if you will turn further on the letter from PG&E and look on �� <br /> the back side you will see that it is a continuation of the March 13, <br /> 1990 letter from the Dept of Fish and Game. This would indicate a <br /> report that is confusing and put toqeather in a sloppy manner. <br /> Please turn to page 70 to the paragraph indicated as San Joaquin <br /> Valley Air Basin. " The pollution potential for the San Joaquin Valley <br /> Air Basin is very high due to the topographic and meteorological <br /> conditions that tend to trap and concentrate air pollutants within the <br /> valley. San Joaquin County' s major air quality problems occur from <br /> late spring through early winter. The region' s intense heat and <br /> sunlight during this period are ideal for creating the conditions for <br /> reactive organic gases (ROG) and nitrogen oxides to photochemicallv <br /> react, creating ozone. Carbon monoxide problems occur from October ~~ <br /> through January when frequently strong temperatures inversions trap <br /> the pollutants near the earth' s surface (San Joaquin County, 1982) Now <br /> I ask the question. What kind of accumilative effect will this have <br /> over us, the residents of Clements, over a period of ten ( 10) years <br /> along with the addition of more carbon monoxides that will be created <br /> by the uses of additional trucks and rock and gravel loading <br /> equiptment. <br /> Please turn to page 65, the second paraoraph under Cumulative <br />
