Newbold , Director of the Mokelumne River Alliance and <br /> member of The Committee to Save the Mokelumne , am ,appealing the <br /> decision made by the San Joaquin County Planning Commission on <br /> September 6 , 1990 , regarding : <br /> File Number - QX-90-1 . <br /> Name of Item - Claude C . Wood Company , Solari Ranch Quarry <br /> Excavation Project , Clements. <br /> The basis of my appeal is : It has :lot beth l+emonstrated that <br /> there are sufficient environmental safeguards in this project , as <br /> approved , to insure that significant adverse affects to the <br /> Mokelumne River and its riparian and wetland habitats are <br /> reduced , by mitigation , to less than significant levels . The <br /> Environmental Impact Report , Planning Division Staff and the <br /> Planning Commission all seemed to be uninformed or disregarded <br /> the unique and critical nature of this stretch of the river and <br /> how essential it is to the survival of Salmon and Steelhead on <br /> the Mokelumne . There is no overriding consideration that would <br /> be worth jeopardizing wi•,at remains of this last remnant of the <br /> historical spawning beds of these anadromous fish . There is not <br /> enough specific mitigation in this proposed project that offsets <br /> further degradation to this river and its fis-heries . The <br /> overridingconsiderationis that this project , as proposed , <br /> should be reconsidered. <br /> I would first like to address questionable statements , findings , <br /> conditions and decisions made by Planning Division Staff and the <br /> Planning Commission , based on what I feel is disregarded or <br /> erroneous information: <br /> 1 . It is an inappropriate time to be approving or even <br /> considering a project that has so many undetermined adverse <br /> impacts to the river and associated habitats . The Mokelumne <br /> River is, currently, being reviewed by a host of different <br /> entities , trying to determine the consequences of degradation, <br /> over the years , and if there are any remedies to extricate it <br /> from the categorization by California Department of Fish and Game <br /> ( CDFG) as being "aquatically dead . " The Regional Water Quality <br /> Control Board (RWQCB ) has stated that , "The Lower Mokelumne River <br /> is. a limited water quality segment. " CDFG, East Bay Municipal <br /> -6- <br />
