PC: 9-6-90 <br /> OX-90-1 <br /> The existing quarry site contains approximately 195 acres, of which <br /> only 12 acres remain to be excavated. The remainder of the <br /> parcels , approximately 153 acres, have been quarried, reclaimed, <br /> and returned to agricultural uses . <br /> OPERATIONAL CHARACTERISTICS: <br /> The proposed quarry operation generally consists of (1) the setting <br /> aside of topsoil and other overburden, (2) extraction of underlying <br /> aggregate resource, (3) replacement of soil and other overburden, <br /> (4) recontouring of ground surface for site rehabilitation, and (5) <br /> return of land to agricultural use. Quarry operations at the <br /> proposed site would occur in two five-year phases . The first phase <br /> of development would occur in the southern section of the parcel <br /> and would involve extraction of an estimated 1 . 3 million tons of <br /> material . The second phase would occur to the north of the first <br /> phase and would extract an estimated 1 . 1 million tons of material . <br /> The overburden to be removed consists of sandy, clayey silt and <br /> ranges in thickness from zero to eight feet. Overburden from the <br /> first north-to-south excavaton strip would be excavated and <br /> transported to a suitable on-site location for stockpiling. <br /> Stockpiles would be laid down in windrow fashion and would not <br /> exceed ten feet in height. Once the overburden has been removed, <br /> the aggregate material would be excavated and transported to the <br /> processing facility. The maximum depth of the aggregate material <br /> has been estimated to be 20 feet below the existing ground surface, <br /> based on data from borings in the proposed quarry area. Once the <br /> aggregate has been removed from the 100- to 200-foot-wide <br /> excavation strip, the overburden from the adjacent excavation strip <br /> would be removed and placed in the trench from the previous <br /> excavation. This process would continue across the parcel until <br /> the completion of each phase. <br /> The variable depth (or thickness) of the overburden and aggregate <br /> material would make final placement of the excavated overburden <br /> difficult during active resource excavation. For this reason, the <br /> applicant proposes to delay final contouring and rehabilitation <br /> until the completion of each phase; however, temporary resoiling <br /> and revegetation will be conducted following resource extraction <br /> from each strip (up to 5 . 5 acres each) . When the first phase has <br /> been completed, final contouring of the land surface would occur, <br /> and extraction operations for the second phase would begin. Once <br /> final contouring has been completed at the end of each phase, <br /> slopes would be seeded with native grasses, and the level areas <br /> would be planted with cereal grasses and/or various row crops <br /> and/or orchards. <br /> -23- <br />
