PC: 9-6-90 <br /> QX-90-1 <br /> RECLAMATION: <br /> As previously described, overburden removed and stockpiled would <br /> be replaced, and the site would be recontoured for agricultural <br /> use. The final elevation- of the proposeed quarry site and the <br /> quarry area adjacent to the processing facility would be about 12 <br /> feet and 13 feet lower than the existing elevations , respectively . <br /> The applicant is proposing that an approximately ten-acre area in <br /> the southeastern corner of the proposed quarry area south of the <br /> river be used for construction of a drainage impoundment to <br /> capture storm runoff from the excavation area during periods of <br /> unusually heavy rain. This area is adjacent of a smaller drainage <br /> pond that accepts runoff from the surrounding agricultural area and <br /> overflow from another pond that captures runoff from Clements . The <br /> pond area would be graded to an elevation about four feet lower <br /> than the surrounding fields . The applicant has proposed that the <br /> ten-acre area be deeded to the County and be made available for <br /> recreational purposes . <br /> Upon completion of mineral extraction activities, the entire <br /> processing facility would be dismantled and removed from the site. <br /> Any economically viable sand and gravel which is beneath the <br /> processing facility and stockpile areas would be excavated. The <br /> applicant estimates that this area may contain a two- to three-year <br /> supply of sand, with some gravel. This material would be processed <br /> into aggregate products using either a portable processing facility <br /> at the site or by transporting the material to an established off- <br /> site facility. The latter would take place only after an approved <br /> permit is secured from the County. <br /> The area north of the existing processing facility would be used <br /> as a borrow area during reclamation of the processing facility and <br /> settling pond areas near the plant. The elevation of the borrow <br /> area would be lowered and contoured to allow agricultural uses. <br /> A portion of the quarry area adjacent to the processing facility <br /> will be reclaimed for agricultural purposes, with a portion along <br /> the river being used to increase the size of the riparian corridor <br /> along the north bank of the river. The paved access road to the <br /> existing processing facility would remain in place to provide <br /> access to the reclaimed areas. The area currently occupied by the <br /> processing facility would be returned to agricultural production; <br /> however, specific crops that would be established in this area have <br /> not yet been determined. The riparian corridor along the north <br /> bank of the Mokelumne River would be preserved. <br /> -25- <br />
