PC: 9-6-90 <br /> OX-90-1 <br /> Emissions at the proposed quarry site would consist of exhaust <br /> from mobile earthmoving equipment and haul trucks and fugitive <br /> dust from unpaved haul roads and extraction activities. The <br /> analysis conducted for the EIR indicated that there would not <br /> be any significant impacts from extraction activities if the <br /> identified mitigation measures for controlling fugitive dust <br /> are implemented. <br /> The proposed project would not change any of the existing <br /> operations at the processing facility; specifically, the <br /> quantity of material processed would not change, and the <br /> resulting emissions would not change. The existing emissions <br /> from the processing facility are already acceptable and <br /> permitted by the APCD. If the applicant brings the facility <br /> into compliance with the fugitive dust permit requirements, <br /> there would be no significant impact, since there would be no <br /> change in emissions. <br /> A new regulation relating to fugitive dust (Regulation VIII , <br /> Fugitive Dust) was proposed by APCD in January 1990 which <br /> would impose stricter conditions on the processing facility <br /> and the proposed extraction site. The purpose of the proposed <br /> regulation is to reduce the amount of particulate matter <br /> entrained in the ambient air as a result of emissions <br /> generated from fugitive dust sources. Four specific rules of <br /> this regulation would apply to the proposed project. These <br /> requirements are expected to be adopted within six months to <br /> a year and, therefore, have been developed into Conditions of <br /> Approval for this project. <br /> FACILITIES/SERVICES: <br /> Water Supply: <br /> Municipal water service is not available at the existing <br /> processing facility. Water is currently provided for the <br /> facility by a private well near the processing plant on <br /> property owned by the applicant. The majority of water used <br /> at the site is used in aggregate resource processing and for <br /> dust control. This well is also the water source for domestic <br /> supply for employees and for dust control purposes at the <br /> processing facility and existing quarry operations. The <br /> processing facility uses approximately 1500 gallons per minute <br /> (gpm) , of which most is recycled through a series of settling <br /> ponds on the site. The total amount of water pumped from the <br /> well each day. totals 10, 000 gallons. The only water not <br /> -32- <br />
