PC: 9-6-90 <br /> QX-90-1 <br /> CONDITIONS OF APPROVAL <br /> Unless otherwise specified, all Conditions of Approval shall be <br /> complied with prior to the initiation of use . <br /> 1 . PLANNING DIVISION: - <br /> Conditions of Approval_ <br /> a . The extraction pits shall be aligned perpendicularly to <br /> the streamflow of the Mokelumne River, and extraction <br /> shall commence on the west end of the project area , <br /> continuing in an easterly direction. Stockpiled top soil <br /> and subsoil shall be replaced in the extraction pits <br /> following the completion of excavation. Details shall <br /> be shown in the Excavation Plan. <br /> b. This approval shall not permit extraction below the level <br /> of the water table. <br /> C. Truck loads crossing the project bridge must be fully <br /> contained to prevent accidental spill or release of <br /> materials into the Mokelumne River. An emergency spill <br /> containment and contingency plan shall be submitted to <br /> and approved by the Planning Division prior to project <br /> construction. <br /> d. Excavation shall be limited along the bluff to the south <br /> and east of the project area to avoid removal of native <br /> trees in these areas. If certain trees cannot be <br /> feasibly avoided, mitigation shall be as follows : <br /> (1) Replacement of trees shall be at a ratio of five to <br /> one for Valley Oaks and three to one for other <br /> native trees six inches or greater in diameter , <br /> measured at 4 . 5 feet above ground level . <br /> Replacement trees shall be five-gallon trees with <br /> drip irrigation provided for a period of at least <br /> three years. It shall be the responsibility of the <br /> applicant to maintain replacement trees. <br /> (2) The Excavation Plan shall identify all trees that <br /> would be lost or whose drip line would be impacted <br /> by excavation. The applicant shall have a qualified <br /> biologist or a certified arborist conduct an <br /> inventory of the trees that would be impacted by the <br /> excavation.
