II
Re: Circle K Service Station 8671
8606 Thornton Road
Stockton, California
f
The site is located at the northern comer of Thornton Road and Davis Road in Stockton,
California. The site is currently an operating Circle K Service Station and mini-mart.
To meet 1998 UST standards, the dispensers at the site are being upgraded.
In accordance with the work plan on file with San Joaquin County Public Health
Department, Environmental Health Division (SJCEHD) dated March 23 , 1998, the
following work will be performed:
1) upgrade of the gasoline dispensers; 2) sampling of soil beneath these facilities to
evaluate the presence of hydrocarbons in soil at the subject site; and 3) over-excavation
of hydrocarbon impacted soil to the maximum depth of 15 feet, if necessary.
Applicable permits for the upgrade of dispensers will be obtained by Tosco ' s contractor
prior to the start of any work.
Work will be performed during weekday daylight hours. Earth moving equipment may
include a backhoe, an excavator, a loader, and other equipment as appropriate.
Excavated soils and debris that contains petroleum hydrocarbons will be temporarily
stored onsite for a maximum of 30 days and covered with plastic sheeting, or with
approval from SJCEHD, hauled to Forward Landfill 's holding cell for characterization
prior to disposal at Forward Landfill. Excavation activities will be observed by
SJCEHD and SECOR representatives. Soil samples will be collected and analyzed per
SJCEHD requirements. Upon receipt of sample results, SECOR will prepare and
submit to SJCEHD a letter report summarizing upgrade activities and sampling results.
Work is anticipated to commence during April 1998 ,
I I
