A non-statistical data analysis method can be used if the method can achieve the goal <br /> of the particular monitoring program at least as well as the most appropriate statistical method <br /> [27 CCR §20415(e)(8)]. The Discharger shall use a statistical or nonstatistical data analysis <br /> method that complies with §20415(e)(7, 8, 9, and 10) of Title 27, to compare the downgradient <br /> concentration of each constituent of concern or monitoring parameter with its respective <br /> background concentration to determine whether there has been a"measurably significant" <br /> evidence of an impact to the groundwater. For any monitoring point at which a constituent has <br /> already exhibited a measurably significant indication of a release or an impact, the Discharger <br /> may propose to monitor the constituent, at that well, using a concentration-versus-time plot. <br /> 4. A narrative discussion of the analytical results for all media and locations monitored, including <br /> spatial and temporal trends,with reference to summary data tables, graphs, and appended <br /> analytical reports (as applicable). <br /> 5. A comparison of monitoring data to the discharge specifications, groundwater limitations and <br /> surface water limitations, and explanation of any violation of those requirements. <br /> 6. Summary data tables of historical and current water table elevations and analytical results. <br /> 7. A scaled map showing relevant structures and features of the facility, the locations of <br /> monitoring wells and other sampling stations, and groundwater elevation contours referenced to <br /> mean sea level datum. <br /> 8. Copies of laboratory analytical report(s). <br /> B. Annual Monitoring Report <br /> An Annual Report shall be prepared as the fourth quarter monitoring report. The Annual Report will <br /> include all monitoring data required in the monthly/quarterly schedule. The Annual Report shall be <br /> submitted to the Regional Board by 1 February each year. In addition to the data normally presented, <br /> the Annual Report shall include the following: <br /> 1. The contents of a regular Quarterly Report (i.e., monitoring results for the last groundwater <br /> monitoring event of the previous calendar year). <br /> 2. Tabular and graphical summaries of all monitoring data obtained during the previous year. <br /> 3. A discussion of compliance and the corrective action taken, as well as any planned or proposed <br /> actions needed to bring the discharge into full compliance with the waste discharge <br /> requirements. <br /> 4. A discussion of the long-term analyte concentration trends in samples collected from the <br /> groundwater monitoring wells and unlined pond. <br />
