Box 440 ''-- <br /> Lodi, CA 95241 _ r <br /> 3> <br /> CONDITIONAL APPROVAL OF GROUNDWATER MONITORING WORKPLAN, EAST-SIDE <br /> WINERY, LODI, SAN JOA QUIN COUNTY <br /> I have reviewed the 31 August 2001 "Monitoring Well Installation Workplan, "prepared by Fall Creek <br /> Engineering. The workplan was submitted to the Regional Board on 1 February 2002 and was prepared <br /> in response to Waste Discharge Requirements (WDRs) Order No. 5-01-172, Provision H.l.c. After <br /> reviewing the workplan, I have the following comments: <br /> - If conditions in the borehole allow, it is recommended that the sand pack be surged prior to installing <br /> the bentonite seal. <br /> - Groundwater samples shall be collected and analyzed in accordance with Monitoring and Reporting <br /> Program No. 5-01-172. <br /> - The following comments on the well constriction methods are provided: <br /> - San Joaquin County Well Standards ordinance limits installation of monitoring wells to a <br /> maximum depth of 10 feet without a C-57 contractor's license. Because the workplan describes <br /> a well that will be greater depth than 10 feet, a licensed contractor with a C-57 license must <br /> perform the well installation. <br /> - If a slip cap is used on the bottom of the well casing, it must be secured using stainless steel <br /> screws. <br /> - Wells located within a 100-year flood zone shall be constructed to prevent surface water from <br /> entering the well casing. Particular care shall be exercised in providing a watertight cap. <br /> The workplan is approved on the condition that the above comments are addressed in an addendum letter <br /> to be submitted prior to installation of the wells. East-Side Winery is significantly behind schedule for <br /> the well installation and shall submit a well installation report by 27 May 2002. The Groundwater <br /> Monitoring Summary Report required by WDRs Provision H.l.c, shall be submitted by 1 August 2003. <br /> California Environmental Protection Agency <br /> Ca Recycled Paper <br /> The energy challenge facing California is real.
