WASTE DISCHARGE REQUIREOTS ORDER NO. 5-01-172 • <br /> EAST-SIDE WINERY DBA OAK RIDGE VINEYARDS 13 <br /> SAN JOAQUIN COUNTY <br /> Implementation will proceed after the Executive Officer has approved the workplan. The <br /> Monitoring Well Workplan, and Installation and Sampling Report shall be consistent <br /> with, and include the items listed in, Attachment C, "Items to be Included in a <br /> Monitoring Well Installation Workplan and a Monitoring Well Installation Report of <br /> Results. " <br /> The Groundwater Monitoring Summary Report shall summarize the first four quarters of <br /> groundwater quality and elevation data, and wastewater flow and quality data. The <br /> report will evaluate observed or potential impacts to groundwater quality related to the <br /> land application system. The report will also evaluate the potential for groundwater <br /> quality degradation from larger effluent flow rates or distillery operation. <br /> d. If the wastewater discharge is determined to have, or are likely to impact groundwater <br /> quality based on the Groundwater Monitoring Summary Report or subsequent <br /> monitoring reports, then a Wastewater Treatment/Pond Mitigation Plan shall be <br /> submitted within 90 days of request by the Executive Officer. The plan shall address <br /> groundwater contaminants identified in the Groundwater Monitoring Summary Report, <br /> evaluate contaminant control alternatives, and select a preferred contaminant control <br /> alternative. The selected contaminant control alternative must comply with State Water <br /> Resources Control Board Resolution 68-16 and be consistent with the most recent Basin <br /> Plan. The Plan must include a project schedule for design and construction. <br /> e. By 21 September 2001,the Discharger shall submit a Pond Improvement Workplan <br /> which has been prepared by a Registered Engineer. The workplan shall show the <br /> proposed improvements and the associated facility improvements needed to meet the <br /> requirements of this Order, including all Discharge Specifications and Groundwater <br /> Limitations. The workplan shall include an evaluation of the adequacy of the proposed <br /> treatment to meet the BOD,nitrogen, and dissolved solids loading limits presented in <br /> Effluent Limitations C.l through CA, as well as all other requirements. The workplan <br /> shall establish a flow limit based on the treatment system capacity, nutrient removal, and <br /> water balance. The workplan shall also describe the changes to be made to protect the <br /> treatment and disposal areas from a 100-year flood. All improvements to the ponds shall <br /> be completed by 16 June 2002. <br /> f. By 21 September 2001, the Discharger shall submit a report describing the adequacy <br /> and improvements to the existing septic tanks and leachfields, or replacement with <br /> suitable sized septic systems. The improved/replaced tanks must allow monitoring of <br /> sludge and scum accumulation and provide access to allow pumping the septic tanks. <br /> g. By 16 June 2002, the Discharger shall submit a Final Operation and Management Plan <br /> (O&M Plan) prepared by a California Registered Engineer which includes all the <br /> elements of the Interim O&M Plan required by Provision H.Lb and addresses all new <br /> treatment equipment and designated land application areas. At a minimum, the O&M <br /> Plan will describe the daily operation of the wastewater facility to prevent disposal of <br /> water with excessive nitrogen, nitrate, or fixed dissolved solids concentrations.
