C. Plan Location (40 CFR 112.3(e)) <br /> In accordance with 40 CFR 112.3(e), a complete copy of this SPCC Plan is maintained at the facility in <br /> the office building. The front office is attended during normal business hours (Monday through Friday, 7:00 <br /> a.m. to 5:00 p.m.) The Shop Superintendent is responsible for maintaining and updating this SPCC Plan. <br /> D. Plan Amendment by Regional Administrator (40 CFR 112.4) <br /> For purposes of this Plan, Regional Administrator is defined as the United States Environmental <br /> Protection Agency(USEPA), Region IX. The facility will submit a report to the Regional Administrator within <br /> 60 days of either of the following: <br /> • The facility discharges more than 1,000 gallons of oil to navigable waters in a single spill; or <br /> • The facility discharges more than 42 gallons of oil in each of two discharges within any 12-month <br /> period. <br /> A discussion of the procedures for reporting such releases to the Regional Administrator is presented in <br /> Appendix B. Upon receipt of the report, the Regional Administrator may require amendment of this Plan. If so <br /> requested, the facility must amend the Plan or submit a written response to the Regional Administrator within <br /> 30 days. The amended plan must be implemented as soon as possible but no later than six months. <br /> E. Plan Review and Update (40 CFR 112.5) <br /> 1. Changes in Facility Configuration <br /> In accordance with 40 CFR 112.5(a), Maxim Crane Works periodically reviews and evaluates <br /> this SPCC Plan for any change in the facility design, construction, operation, or maintenance that <br /> materially affects the facility's potential for an oil discharge, including, but not limited to: <br /> • Commissioning of containers; <br /> • Reconstruction, replacement, or installation of piping systems; <br /> • Construction or demolition that might alter secondary containment structures; or <br /> • Changes of product or service, revisions to standard operation, modification of <br /> testing/inspection procedures, and use of new or modified industry standards or <br /> maintenance procedures. <br /> -3- <br />
