E; <br /> 1.0 Introduction <br /> Shaw Environmental, Inc. (Shaw) was retained by SBC (formerly Pacific Bell)In March 2003 to <br /> generate a work plan for additional groundwater quality assessment at the SBC facility located at <br /> f 10 East 12" Street in Tracy, California(Figure 1). The workplan has been prepared in response <br /> to a letter from the San Joaquin County Environmental Health Department(SJCEHD) dated <br /> February 14, 2003. A copy of the letter is included in Appendix A. <br /> This work plan proposes locations and procedures for further evaluating groundwater quality on <br /> the site. Planned activities include drilling and installation of three groundwater-monitoring <br /> wells, well development and groundwater sampling and well sample analysis. Following <br /> installation of the wells, a quarterly groundwater monitoring program will be completed over a <br /> 4 one-year period. Following completion of the groundwater monitoring program, the data will be <br /> fi assessed for potential case closure. <br /> 6 <br /> 1.1 Site Description <br /> The SBC facility occupies approximately 0.8 acres and is located in predominately residential <br /> and commercial part of Tracy, California. The prominent site feature is a single-story building <br /> r housing telecommunications switching equipment and offices on the western and southern <br /> L <br /> portion of the site. In late 2002, an 8,000-gallon underground storage tank(UST) containing <br /> Ldiesel fuel for an emergency backup generator was installed in the eastern portion of the site. <br /> The remainder of the site is paved with asphalt and used for the parking of SBC fleet vehicles <br /> (Figure 2). <br /> r Groundwater has been encountered in tank removal and soil boring investigations at depths <br /> La ranging from 11 feet to 14 feet below surface grade(bsg). Data from groundwater monitoring <br /> programs conducted on nearby properties indicates the groundwater gradient is generally directed <br /> L <br /> to the north. <br /> 1.2 Site Background <br /> r <br /> In February 2002, a 500-gallon heating oil UST was encountered on the southeastern portion of <br /> t the site during grading activities for the building expansion.
