1ZO EMERGENCY RESPONSE PLAN AND CONTINGENCY PROCEDURES <br /> Site personnel must be prepared to respond and act quickly in the event of an emergency or <br /> accidental contaminant release-Emergency preparedness and response procedures will aid in <br /> protecting site workers and the surrounding environment Preplanning measures will include <br /> employee training, fire and explosion prevention and protection, chemical spill and discharge <br /> prevention and protection, and safe work practices to avoid personal injury or exposure <br /> Appropriate emergency procedures and responses will be discussed by the SSHO at the Tailgate <br /> meetings <br /> 12.1 Personnel Roleskines of Authority <br /> The roles and responsibilities of personnel for response to emergencies at the PBC project will <br /> be clearly defined and coordinated with subcontractors, client representative personnel, and the <br /> local fire department emergency support services The local fire department will evaluate the <br /> emergency situation and make the determination whether to involve the HAZMAT Unit in the <br /> response The responsibilities of specific project individuals and the coordination of the local <br /> fire department are defined as follows - <br /> 12.1.1 Project Superintendent <br /> At all times during scheduled work activities, a designated PS will be present on site This <br /> individual will be responsible for implementing these procedures and determining appropriate <br /> response actions Depending upon the circumstances and time permitting, the PS will review <br /> proposed response actions with the SHSO, and the client site representative Specific <br /> responsibilities for the PS include <br /> tEvaluating and assessing emergency incidents or situations, <br /> • Assigning personnel and coordinating response activities on site, <br /> • Assuring that field personnel are aware of the potential hazards associated with the site, <br /> • Summoning the local emergency response team, <br /> • Notifying the Project Manager or, in the PM's absence, the Program Manager of an <br /> emergency situation, <br /> • Coordinating response to an incident with the client site representative, <br /> • Assuring that all emergency equipment is routinely inspected and functional, <br /> • Working with the SHSO regarding the correction of any work practices or conditions that <br /> may result in injury to personnel or exposure to hazardous substances, <br /> • Assuring that appropriate emergency response agencies are aware of the provisions made <br /> herein, <br />' c ivonWrpeacgcwffe rkAaaceerApwberrsne,,,vee-SHsa doc 12-1 <br /> 7a4az <br />
