In the pond and ditch water,the nitrogen is lighter(a lower 15N)than in the groundwater(a higher 15N). This shift is what is to be expected based on the change of form and loss of mass of the nitrogen starting in the pond versus that ending in the groundwater. The mass and isotopic composition of nitrogen shows that the land application, ponds, and ditches are the source of the nitrate present in the groundwater beneath Lima Ranch. Reporting Requirements Under Section13267 of the California Water Code(CWC) the California Regional Water Quality Control Board- Central Valley Region issued Order No. R5-2007-0035(Waste Discharge Requirements General Order for Existing Milk Cow Dairies["Order"[). Among the Provisions included in the Order is a requirement that each dairy comply with Monitoring and Reporting Program No. R5-2007-0035 ("MRP"). Among the requirements of Section C. of the MRP titled"Priority Reporting of Significant Events (Prompt Action Required)"is a • requirement that the Discharger report any noncompliance with Prohibition A.4 in the Order'. Based on the data contained in this report,Lima Ranch is in Violation of Prohibition A.4 and is required to report that violation to the RWQCB within 24 hours of becoming aware of the violation.
